Montenegro has faced political instability with consecutive votes of no confidence in two governments. Additionally, frequent violations of the constitution by political actors have not been properly addressed by the dysfunctional Constitutional Court, which lost the required quorum for decision-making. At the same time, social tensions have been further exacerbated, leading to a rise of hate based on ethnic and religious identity.
Like many other nations, the Russian invasion of Ukraine caused a significantly increase in inflation. Nevertheless, the “Europe Now” reform program marked a pivotal policy advancement in the socioeconomic field, resulting in higher wages, new social benefits, and a public investment program. Overall, specific macroeconomic indicators demonstrated improvement, and the GDP recovered following a pandemic-induced decline.
The high level of political instability has had an adverse impact on consensus-building and has imped progress on much-needed reforms. In consequence, the two governments did not pass some of the most anticipated policies.
