Somalia saw a new parliament established in April 2022 after a 16-month delay, followed by the election of President Hassan Sheikh Mohamud in May 2022. Despite the smooth power transition, the constitutional review process stalled. There has been no progress in clarifying the roles and distribution of power between federal and central institutions.
Somalia faced a severe humanitarian crisis amid a prolonged drought, affecting eight million people, triggering mass displacements and severe starvation. While the country’s economy has continued to grow at a modest pace, Somalia’s vulnerability to ecological shocks and the extreme poverty of its population hinder its sustainable economic and social development.
Somalia’s extended election cycle considerably slowed down the reform process. Nevertheless, President Mohamud announced plans to continue fighting against al-Shabaab, using military, economic and ideological measures. He obtained national and international support, including from Somalia’s neighboring states.
